Early Morning Power Tools
I suffer from severe C-PTSD from prolonged and Chronic Trauma resulting from torture and 30 Years of Severe domestic Violence.
I am deaf in one ear and have only 40 percent hearing in the other ear. I also suffer from vertigo Meniere’s disease. I am also on the autism spectrum
My deafness combined with the CPTSD is a dangerous combination and causes severe medical issues. Sudden and loud sounds, send me into physical shock and other from the adrenalin shooting through my body shock. After such a shock on awakening, my body takes hours to tune down to a more settled state. The Adrenalin and shock cause diarrhea and stomach upsets and body cramps and it can take days or weeks to recover
At 6.39 am on Thursday the 29th of May 2025, I was jolted suddenly awake, with a massive adrenalin shock by a screaming in my ears and the pets in my home going crazy barking and meowing. I lay there for a minute trying to get my bearings and to settle the shock adrenalin which makes me very shaky in the extremities. I then got dressed and went outside to see what was going on. It kept going so loud and jarring so I went back inside put my boots on and found my phone and set it to record.
I was shocked when I looked at saw that it was a concrete cutting power tool being used at the back of units 5 and 6 and close to unit 7 mere few metres from two disabled elderly gentlemen who’s hearts do not need the shock of the sudden screaming noises. Robbie in number 7 is in his 80s too
Pops in number6 spoke to me later and said how the tools noise made him jump really bad and the sound came from nowhere

Local council responsible for noise regulation
Local councils are generally responsible for responding to issues relating to noise that is regulated under the
EP Act. This is because section 514 of the EP Act and sections 130-131 of the Environmental Protection
Regulation 2019 (EP Regulation) state that the following offences have been devolved to local council for
administration and enforcement:
• causing environmental nuisance (section 440 of the EP Act)
• contravening a noise standard (section 440Q of the EP Act).
Local councils are the most appropriate authority to respond to noise issues in their local council areas as they best
understand the local circumstances. The approach adopted by the EP Act enables local councils to make their own
decisions reflecting local amenity requirements while having available the enforcement tools under the EP Act.
What are the exceptions?
There are some noise nuisances that local councils are not responsible for. Due to the operation of section 140(2)
of the EP Regulation, local councils have no jurisdiction to investigate noise from:• activities by the state government (e.g. state school) or a local council
• environmentally relevant activities (ERAs) for which the local council is not responsible (e.g. resource activities
such as mines and coal seam gas operations and particular prescribed activities such as poultry farming, waste
reprocessing and chemical manufacturing).
If a noise issue is caused by a state government entity or local council, or comes from an ERA administered by the
